Background

Through the use of modern procurement routes the construction industry has generally outsourced the cost & risk of producing quantities. Traditionally the PQS would produce a bill of quantities whereas today the quantification for tendering & measurement falls within the Specialist Contractors remit.

During the recession in the early 1990’s the training & recruitment of quantity surveyors disappeared along with the work that they might have done; companies only really re-started their recruitment during the early 2000’s which is creating a serious skill gap in the market.

In summary, the revised procurement methodologies coupled with the lack of training has created a serious estimating and quantity surveying resource challenge for the PQS’s, Contractors & Specialist Contractors.
